Administrative History
Mr. Garland was an executive member of the United Farmers of Alberta (UFA), 1919-1921, and was elected in 1921 as Member of Parliament for the Bow River constituency, a position he held until 1935. Garland served as President of the United Farmers of Alberta in the early 1930s. In 1935 he was appointed Secretary to the High Commissioner of Canada in Dublin; Acting High Commissioner for Canada to Ireland in 1946; Charges d' Affaires for Canada to Denmark; ambassador to Norway in 1947; and ambassador to Iceland in 1949.
